The Board of Governors of the California Community Colleges took the following actions at its November 8-9, 2004, meeting:

• Minutes of the Meeting (Item 1) (110104) Approved the minutes of the September 13 14, 2004, meeting of the Board of Governors, as amended.
  
  
• District Obligation for Full-Time Faculty Hires
  (Item 3.2) (110204) Determined that the 2004-05 Budget Act provides adequate funds for partial implementation of increases in full-time faculty obligations for Fall 2005, and approved the formula to be used to determine the amount of increase. Directed the Chancellor to review various aspects of the 75/25 percent ratio.
  
  
• Request to Notify the Department of Finance to Transfer Funds From the Equal Employment Opportunity Fund (Item 3.3) (110304) Directed the Department of Finance to adjust the funding of the Equal Employment Opportunity Fund, as presented.
  
  
• 2005-06 System Budget (Item 3.4) (110404) Approved the 2005-06 System Budget Request, as presented in the Appendix, with the addition with the addition of CalWORKs in the category of "Restore Essential Services Critical to Student Success," with an augmentation of $9 million.
  
  
• Statement of Legislative Principles (Item 4.1) (110504) Approved the Statement of Legislative Principles, as presented.
  
  
• Criteria for Allocation of Funds: Course Classification Methodology (Item 6.1) (110604) Approved the methodology for allocating funding, as presented.
  
  
• Approval of Contracts and Grants (Item 8) (110704) Approved the contracts and grants, as presented.
  
  
• 2005-06 Vocational and Technical Education Act Expenditure Plan (Item 9) (110804) Approved the
  2005-06 Vocational and Technical Education Act Expenditure Plan, as presented.
  
  
• Election of Board Officers for 2005 (Item 10) (110904) Elected the following Board Officers for 2005

• Selection of the Campus Site for the November 2006 Board of Governors Meeting (Item 12) (111104) Accepted the invitation of the Kern Community College District to host the November 2006 Board meeting.
