took the following actions at its January 12-13, 2004, meeting:
- Resolution (Item 1) (010104) Adopted a resolution
commending Thomas J. Nussbaum.
- 2004-05 Economic and Workforce Development Program
Expenditure Plan (Item 7.1) (010204) Approved
the 2004-05 Economic and Workforce Development Program Expenditure
Plan, as presented.
- Request for Exemption from Competitive Process in Award
of Perkins State Leadership Funds (Item 7.2) (010304)
Approved granting an exemption from the competitive process
in awarding the 2004-2005 State Leadership Funds received
from the federal Carl D. Perkins Vocational and Technical
Education Act of 1998,
Title 1-B.
- Approval of Contracts and Grants (Item 10) (010404)
Approved the Contracts and Grants, as presented.
- Requests for Deferral of Increase to Full-Time Faculty
Hiring Obligations - Fall 2003 (Item 11) (010504)
Approved the deferrals in the incremental increases in the
full-time faculty obligations that otherwise would be required
for the following six districts for Fall 2003: El Camino,
Napa, Ohlone, Rancho Santiago, San Luis Obispo, and Ventura,
as presented.
- Title 5 Regulations: Authority to Accommodate Students
Affected by the 2003 Wildfires (Item 12) (010604)
Adopted a title 5 regulation on the Authority of Districts
to Accommodate Students Affected by the 2003 Wildfires,
as presented.

RESOLUTION
Commending
Chancellor
Thomas J. Nussbaum
Whereas, Chancellor Thomas J. Nussbaum has served with
outstanding merit during a distinguished 28-year professional
career with the California Community Colleges Chancellor's
Office, beginning in 1976 in the Legal Office as Legislative
Advocate, as General Counsel, as Vice Chancellor of Legal
Affairs in 1988, and as State Chancellor in 1996; and
Whereas, Chancellor Nussbaum has presided over a period
of revitalization and reform for the California Community
Colleges by consistently advancing innovative practices and
promoting access, equity and excellence in higher education;
and
Whereas, Chancellor Nussbaum brought unity and collegiality
among myriad factions, constituencies and interests in the
system through his leadership to preserve the current community
college governance structure while reviewing the structure
to eliminate weaknesses and create a more efficient system;
and
Whereas, Chancellor Nussbaum has endeavored to cut
the Gordian knot of higher education public policy while deftly
navigating through the intricacies of the state budget and
mandates; and
Whereas, Chancellor Nussbaum became the first national
education leader to effectively utilize the information superhighway
for improved communication within the system by initiating
a Weekly E-Mail that provided updates, perspectives, and challenges
with personal humor, warmth and professionalism; and
Whereas, Chancellor Nussbaum has provided personal
leadership and generosity of spirit to support the system,
the loyal staff of the Chancellor's Office and the community;
and; therefore be it
Resolved, That the members of the Board of Governors
thank Chancellor Thomas J. Nussbaum for his leadership and
vision, and commend him for his many contributions to the
California Community Colleges; and; and be it further
Resolved, That the Board fondly extends to Chancellor
Nussbaum its sincerest wish for continued success in all of
his future endeavors.
