  • Apprenticeship Law In The California Education Code
    The California Education Code is a key reference document for employers and community college personnel who are working with apprenticeship programs. ARTICLE 8. APPRENTICESHIP EDUCATION is comprised of Sections 8150 through 8156 is less than two pages long. To highlight several sections see: 1) Section 8152 (a) & (b) specifies that the California Budget Act will annually establish the reimbursement rate which is comprised of an hourly rate and a maximum number of hours for the fiscal year. The 2001-2002 Budget Act specified $4.86 per hour of attendance and the Chancellor's Office of the California Community Colleges (CCCCO) was allocated a maximum of $12.7 million dollars. The California Department of Education (CDE) had $4.86 per hour and the total dollar amount was slightly higher] 2) Section 8154 includes an annual determination of need for apprenticeship instruction funding needed to be included in the CCCCO budget for each fiscal year. To obtain this data the CCCCO uses an Annual Survey of the colleges and employers of apprentices., and 3) Section 8156 (a) regarding transfer of apprenticeship funds from CDE (School Fund A) to the CCCCO (School Fund B) for classes of Related and Supplemental Instruction (RSI) in the event that an employer is approved to move its apprentices from an Adult School or Regional Occupational Centers & Programs (ROCPs) facility to a community college.

    This is a must read document for employers and community college personnel who are working with apprenticeship programs.To highlight several sections see: 1) Definition of "Apprentice" Sec. 3077, and 2) For community college personnel and employers a really important part is the first paragraph of Sec. 3074. If you prefer to see the Apprenticeship Law in the context of the entire Table of Contents for the California Labor Code, you need Click on the blue type in this paragraph to open the California Labor Code . Then, scroll down to DIVISION 3. EMPLOYMENT RELATIONS, continue to scroll down several lines and click on CHAPTER 4. APPRENTICESHIP 3070-3099.5.
