RSI Funding to Colleges: Document Entitled 2001-2002 Second Principal Apportionment
(Dated 6-12-02) Each community college district
has one page in this report. The Apprenticeship "Related and Supplemental
Instruction" (RSI) reimbursement information is shown in Item VIII B of each
page. Here is information on the subheadings in Item VIII B : "Base Hours"
refers to the number of apprenticeship RSI hours of attendance for which the District
was reimbursed at $4.86 per hour in the prior fiscal year (FY 2000-2001). If you
multiplied the number of "Base Hours" by $4.86 you would know the total
dollars the District received from the apprenticeship RSI funding for FY 2000-2001. "Actual Hours" refers to the number of apprenticeship RSI hours
of attendance the District reported to CCCCO for FY 2001-2002. "Funded
Hours" refers to the number of apprenticeship RSI hours of attendance, at
$4.86 per hour, for which CCCCO reimbursed the District. In FY 2001-2002 the California
Budget Act provided enough funding to pay the required $4.86 per hour rate for
all of the District's reported "Actual Hours". Several years ago
the Budget Act did not provide sufficient funding to pay $4.86 per for all of
the "Actual Hours" reported by the districts. Thus, the number of hours
paid was less than the "Actual Hours" reported by the District. The

Funding
of Apprenticeship Programs and Courses: RSI Clock Hours 1996-2004 Actual and Projected
This 8-15-02 spreadsheet, prepared by
Barry Noonan, CCCCO Apprenticeship Coordinator,is
of particular interest to the colleges and employers which receive State Budget
Act's RSI (Related and Supplemental Instruction) funds. The spreadsheet does not
show dollars. It shows clock hours of actual time apprentices attended classroom
and laboratory RSI instruction. The RSI hours multiplied by $4.86 per hour equals
the total dollars that the CCCCO would send to a community college district IF
the Budget Act's RSI funding is adequate to pay the full number of hours claimed
by the given district.
